If based on Jaffrelot's somewhat essentialist approach, it will miss the two main objections of the SC:<BR/><BR/>1. <B>Creamy layer:</B> how much is the creamy layer preventing benefits trickling down? The recent anti-ambedkar, dalit-on-dalit clash in Maharashtra is perhaps an indicator of an ambedkarite creamy layer. <BR/>2. <B>Communities lining up to claim lower caste status:</B> caste definitions are themselves in flux as the SC noted <I>"Nowhere in the world do castes queue up to be branded as backward. And he says a fresh survey is required only if caste is no longer relevant, which according to him, is not the case. The crucial part is this sentence:<BR/> " But you can’t dismiss any policy on the grounds that there is no data because if there is no data you have to rebuild the data and not remain status quoists."<BR/>On the whole I agree with the view that this section in Indian Express is not correctly structured.
