However I am not sure to what extent we would truly have been able to test its effectiveness as it would have been a long time before the adequate levels of infrastructure and the required number of trained veterinarians would be made available.<BR/><BR/>Further a cursory reading of the report does not seem to suggest any sort of consultative procedure, not that committee reports always acknowledge inputs, and perhaps it would be better to at least give improvement a chance through discussion in the houses.
